The Federal Government of Nigeria has received financing from the World Bank for the Power Sector Recovery Operation (PSRO) and intends to apply part of the proceeds for the Engagement of Consultant to carry out studies for Financial Reforms to Reduce Sector Debt & Transition to Cost Reflectivity.

The consulting services (“the Services”) include:
(i) Task-1: Stakeholder Engagement & Diagnostic Workshops:

(iii) Task-3: Develop a Cost-Reflective Tariff Roadmap:
(iv) Task-4: Power Consumer Assistance Fund (PCAF) Framework Development & Implementation Support:

The Power Sector Recovery Operation- Project Management Unit (PSRO-PMU) now invites eligible consulting firm (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:
• The consulting firm to be selected is required to be a top-tier firm or a consortium of consulting firms, with international networks in transmission consulting. The consulting firm will as a minimum, meet the following requirements.
• Possess at least 5 years of experience in consulting on energy, infrastructure or related sectors.
• Be a registered Consultancy Firm with at least 10 years of cumulative experience in the development of financing related solution.
• Familiarity with policy development, regulatory processes and stakeholder engagement
• Deep and demonstrated understanding of Nigeria power sector liquidity challenges.
• Demonstrated expertise in advising on similar energy sector liquidity challenge and proposing solutions to those challenges.
• Proven ability to deliver complex assignments on schedule
• Capacity to conduct financial and technical analysis, including system design work
• Capability to liaise effectively with government agencies and development partners.

The Federal Government of Nigeria has received financing from the World Bank for the Power Sector Recovery Operation – Additional Finance(AF-PSRO) and intends to apply part of the proceeds of this funding to payment for the contract for Consultancy Services for Evaluation of Financial Performance and Commercial Viability of Discos.

The consulting services (“the Services”) include:

Task-1: Stakeholder Diagnostic, which will include a comprehensive stakeholder mapping exercise to identify all key institutions and actors relevant to the Financial Performance and Commercial Viability of the 11nos Discos, operating in the Nigerian Electricity Supply Industry (NESI), as well as, structured engagements with these entities.

Task-2: The Consultant shall undertake a comprehensive financial and legal appraisal of all eleven (11) electricity Distribution Companies (DisCos) operating under the Nigerian Electricity Supply Industry (NESI).

The Power Sector Recovery Operation- Project Management Unit (PSRO-PMU) now invites eligible consulting firm (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are:
• The consulting firm is required to be a top-tier firm or a consortium of consulting firms, with deep international networks in consulting and financial advisory.
• Must have valid registration (i.e. certificate of incorporation) and must have been established for no less than 15 years prior to the date of the EOI;
• Possess at least 10 years of experience in consulting on energy, infrastructure or related sectors.
• Experience in consulting on energy, infrastructure or related sectors, with a strong understanding of the operational and institutional dynamics of electricity distribution companies in Nigeria or similar contexts.
• Familiarity with policy development, regulatory processes and stakeholder engagement, particularly within regulated utility sectors.
• Established relationship across NESI stakeholders including NERC, MoP and Presidency.
• Proven ability to deliver complex assignments on schedule, including strong project management and coordination skills across multiple workstreams.
• Capacity to conduct legal, financial and technical analysis, including due diligence, risk assessments, and advisory on regulatory and commercial frameworks.
• Demonstrated expertise and understanding of NESI sector liquidity, solvency and profitability challenges.
• Demonstrated understanding of global best practices in Electricity Sector Viability.
• Capability to liaise effectively with government agencies, regulators and development financial institutions and donor partners, ensuring alignment with broader sectoral objectives and funding requirements.

3. ELIGIBILITY REQUIREMENTS

For purposes of evaluation, interested Contractors/Consultants should supply the under listed information including but not limited to the following:
a. Evidence of Certificate of Incorporation issued by the Corporate Affairs Commission (CAC) including Form CAC₁₁ or CAC₂ and CAC₇. Business Name with Form BN1 is also acceptable for Consultancy Services;
b. Evidence of Company’s Income Tax Clearance Certificate (or Personal Income Tax Clearance Certificates of all the Partners in case of Business Name) for the last three (3) years valid till 31st December, 2025, with minimum average annual turnover of N100 Million Works and N50 million for Goods;
c. Evidence of Pension Clearance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 15 and above);
d. Evidence of Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2025 (this requirement is only applicable to bidders whose number of staff is 5 and above or the bidder’s annual turnover is N50m and above);
e. Evidence of Nigeria Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st December, 2025;
f. Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 31/12/2025 or valid Certificate issued by BPP. g. Sworn Affidavit
h. Company’s Audited Account for the last three (3) years (2022, 2023 and 2024);
i. Reference Letter from reputable Commercial Bank in Nigeria, indicating willingness to provide credit facility for the execution of the project when needed;
j. Company profile with the Curriculum Vitae of the Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications such as COREN, QSRBN, ARCON, CORBON, etc.;
k. Verifiable document evidence of at least three (3) years similar jobs executed in the last five (5) years including Letter of Award, Valuation Certificates, Job Completion Certificate and Photographs of the Projects.
l. Supply of Equipment: Letter of Authorization as representative of Original Equipment Manufacturers (OEMs);
m. Project in Category B with a bid price up to One Hundred Million Naira (100,000,000.00) and in Category C with a bid price up to Three Hundred Million Naira (300,000,000.00) will require a Bid Security of 2%;

3.0. ELIGIBILITY REQUIREMENTS
For purposes of evaluation, interested Contractors/Consultants should supply the underlisted information including but not limited to the following:

iii. An affidavit that none of the Directors of the Company has been convicted of a criminal offense in relation to fraud or financial impropriety in any court in Nigeria or elsewhere.
iv. That all information presented in the bid is true and correct in all particulars.
g. Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
h. Company’s profile with the Curriculum Vitae of the Key Staff to be deployed for the project, including copies of their Academic/ Professional qualifications;
i. For Supply of Equipment: Letter of Authorisation as representative of the Original Equipment Manufacturers (OEMs);
j. Certificate of independent tender Determination.
k. The financial bid should contain a bid security of not less than 2% of the quoted amount by way of Bank guarantee issued by reputable bank acceptable by the procuring Entity.
l. All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letter Head Paper must bear Names and Nationalities of the Directors of the company at the bottom of the page, duly signed by the authorized officer of the firm.

4.0 COLLECTION OF BIDDING DOCUMENTS
Interested bidders are to collect the bidding document from the Procurement Office on presentation of the receipt of payment of a Non-Refundable tender fee of N10,000 naira per Lot

5.0. SUBMISSION OF DOCUMENTS
Prospective bidders are to submit pre-qualification documents for each of the Lot desired; one hard and soft copy each of the technical and financial bids packaged in sealed envelopes and clearly marked as “Invitation to Tender”; and addressed to The Rector, Federal Polytechnic, Ukana, Akwa Ibom State, and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the Office of the Rector not later than 12:00 Noon, 22nd December, 2025.
